ਡੈਲੀਗੇਟਾਂ ਵਲੋਂ ਭਖਵੇਂ ਤੇ ਉਸਾਰੂ ਵਿਚਾਰ ਵਟਾਂਦਰੇ ਉਪਰੰਤ ਇਹ ਰਾਜਨੀਤਕ ਮਤਾ ਸਰਵ ਸੰਮਤੀ ਨਾਲ ਪ੍ਰਵਾਨ

ਸ਼ਹੀਦ-ਇ-ਆਜ਼ਮ ਭਗਤ ਸਿੰਘ ਨਗਰ (ਚੰਡੀਗੜ੍ਹ) 25 ਨਵੰਬਰ - ਸਾਮਰਾਜੀ ਸੰਸਾਰੀਕਰਨ ਪੂੰਜੀਵਾਦੀ ਲੁੱਟ ਦਾ ਇਕ ਆਧੁਨਿਕ ਰੂਪ ਹੈ। ਦੁਨੀਆਂ ਭਰ ਦੇ ਆਮ ਲੋਕਾਂ ਨੂੰ ਫਾਹੁਣ ਲਈ ਇਕ ਭਰਮ ਜਾਲ ਹੈ ਜਿਸਨੂੰ ਤੋੜਨਾ ਬਹੁਤ ਲਾਜ਼ਮੀ ਹੈ। ਇਹ ਜ਼ੁੰਮੇਵਾਰੀ ਖੱਬੀਆਂ ਧਿਰਾਂ ਹੀ ਨਿਭਾਅ ਸਕਦੀਆਂ ਹਨ ਤੇ ਆਰ.ਐਮ.ਪੀ.ਆਈ. ਇਸ ਜ਼ੁੰਮੇਵਾਰੀ ਨੂੰ ਸੁਹਿਰਦਤਾ ਨਾਲ ਨਿਭਾਏਗੀ। ਇਹ ਗੱਲ ਇੱਥੇ ਜਾਰੀ ਪਾਰਟੀ ਦੀ ਪਲੇਠੀ ਸਰਵ ਭਾਰਤ ਕਾਨਫਰੰਸ ਵਿਚ ਰਾਜਨੀਤਕ ਮਤਾ ਪੇਸ਼ ਕਰਦਿਆਂ ਆਰ.ਐਮ.ਪੀ.ਆਈ. ਦੇ ਜਨਰਲ ਸਕੱਤਰ ਕਾਮਰੇਡ ਮੰਗਤ ਰਾਮ ਪਾਸਲਾ ਨੇ ਕਹੀ।
ਸਾਥੀ ਪਾਸਲਾ ਨੇ ਕਿਹਾ ਕਿ ਸਾਮਰਾਜੀ ਸੰਸਾਰੀਕਰਨ ਇਕ ਅਜਿਹਾ ਫਰਾਡ ਹੈ ਜਿਸ ਨੂੰ ਸਮਝਣਾ ਬਹੁਤ ਜ਼ਰੂਰੀ ਹੈ, ਜੇ ਇਹ ਫਰਾਡ ਨਹੀਂ ਤਾਂ ਦੁਨੀਆਂ ਭਰ 'ਚ ਸਾਮਰਾਜ ਦੇ ਮੁਹਰੈਲੀ ਅਮਰੀਕਾ ਦਾ ਰਾਸ਼ਟਰਪਤੀ ਡੋਨਾਲਡ ਟਰੰਪ ਇਹ ਨਾਂ ਆਖਦਾ ਕਿ ਅਮਰੀਕਾ ਸਿਰਫ ਅਮਰੀਕੀ ਲੋਕਾਂ ਲਈ ਹੀ ਹੈ। ਉਹ ਦੂਸਰੇ ਦੇਸ਼ਾਂ ਤੋਂ ਅਮਰੀਕਾ ਆਉਣ ਵਾਲੇ ਪ੍ਰਵਾਸੀ ਕਾਮਿਆਂ 'ਤੇ ਰੋਕਾਂ ਨਾ ਲਾਉਂਦਾ। ਉਨ੍ਹਾ ਕਿਹਾ ਕਿ ਲੋਕਾਈ ਦੀ ਭਲਾਈ ਸਿਰਫ ਤੇ ਸਿਰਫ ਸਮਾਜਵਾਦੀ ਵਿਵਸਥਾ ਅਧੀਨ ਹੀ ਹੋ ਸਕਦੀ ਹੈ। ਪੂੰਜੀਵਾਦੀ ਵਿਵਸਥਾ 'ਚ ਲੋਕਾਂ, ਖਾਸਕਰ ਮਜ਼ਦੂਰ ਵਰਗ ਦੀ ਲੁੱਟ ਹੀ ਹੁੰਦੀ ਰਹੇਗੀ। ਉਨ੍ਹਾ ਕਿਹਾ ਕਿ ਸੰਨ 2008 ਦੇ ਆਰਥਿਕ ਸੰਕਟ ਨੇ ਇਹ ਸਿੱਧ ਕਰ ਦਿੱਤਾ ਹੈ ਕਿ ਪੂੰਜੀਵਾਦ ਆਪਣੇ ਆਪ ਵਿਚ ਹੀ ਅੰਦਰੂਨੀ ਵਿਰੋਧਤਾਈਆਂ ਨਾਲ ਭਰਿਆ ਹੋਇਆ ਹੈ। ਇਸਦੇ ਉਲਟ ਚੀਨ ਦੀ ਸਮਾਜਵਾਦੀ ਵਿਵਸਥਾ ਪੱਕੇ ਪੈਰੀਂ ਤੇਜ਼ੀ ਨਾਲ ਅੱਗੇ ਵੱਧ ਰਹੀ ਹੈ ਤੇ ਅਮਰੀਕਾ ਦੀ ਘੇਰਾਬੰਦੀ ਦੇ ਬਾਵਜੂਦ ਕਿਊਬਾ ਵਰਗਾ ਛੋਟਾ ਜਿਹਾ ਦੇਸ਼ ਸਮਾਜਵਾਦੀ ਵਿਵਸਥਾ ਦੇ ਸਿਰ 'ਤੇ ਅਡੋਲ ਅੱਗੇ ਵੱਧ ਰਿਹਾ ਹੈ।
ਕਾਨਫਰੰਸ 'ਚ ਪੇਸ਼ ਰਾਜਨੀਤਕ ਮਤੇ ਵਿਚ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਵਿਸ਼ਵ ਆਰਥਿਕ ਸੰਕਟ ਨੇ ਭਾਰਤੀ ਅਰਥਚਾਰੇ ਨੂੰ ਆਪਣੀ ਲਪੇਟ 'ਚ ਲਿਆ ਹੋਇਆ ਹੈ। ਇਸਦਾ ਕੋਈ ਵੀ ਖੇਤਰ ਇਸ ਸੰਕਟ ਤੋਂ ਅਛੂਤਾ ਨਹੀਂ ਰਿਹਾ। ਆਜ਼ਾਦੀ ਤੋਂ ਬਾਅਦ ਦੇ 70 ਸਾਲਾਂ ਦੌਰਾਨ ਪੂੰਜੀਵਾਦੀ ਪ੍ਰਬੰਧ ਦੇ ਲੁਟੇੇਰੇ ਸੁਭਾਅ ਕਾਰਨ ਇਸਦੀ ਜਮਾਂਦਰੂ ਆਰਥਿਕ ਅਸਥਿਰਤਾ ਹੁਣ ਰਾਜਨੀਤਕ ਅਸਥਿਰਤਾ ਵਿਚ ਬਦਲ ਚੁੱਕੀ ਹੈ, ਜਿਸਦਾ ਪ੍ਰਗਟਾਵਾ ਸਰਮਾਏਦਾਰ, ਜਗੀਰਦਾਰ ਪਾਰਟੀਆਂ ਪ੍ਰਤੀ ਲੋਕਾਂ ਅੰਦਰ ਸਥਾਈ ਬੇਭਰੋਸੋਗੀ ਦੇ ਰੂਪ 'ਚ ਹੋ ਰਿਹਾ ਹੈ। ਇਨ੍ਹਾਂ ਪਾਰਟੀਆਂ ਦੇ ਲੀਡਰਾਂ ਦੇ ਭਰਿਸ਼ਟਾਚਾਰ, ਗੈਰ ਇਖਲਾਕੀ, ਗੈਰ ਜਮਹੂਰੀ ਤੇ ਆਪਾਧਾਪੀ ਵਾਲੀਆਂ ਗਤੀਵਿਧੀਆਂ 'ਚ ਲਿਪਤ ਹੋਣ ਕਾਰਨ ਲੋਕ ਇਨ੍ਹਾਂ ਪਾਰਟੀਆਂ ਨੂੰ ਨਫ਼ਰਤ ਕਰਨ ਲੱਗ ਪਏ ਹਨ ਤੇ ਇਕ ਬੱਝਵੇਂ ਲੋਕ ਪੱਖੀ ਰਾਜਨੀਤਕ-ਆਰਥਕ ਬਦਲ ਦੀ ਭਾਲ ਵਿਚ ਹਨ। ਅਜੋਕੇ ਹਾਲਾਤ ਨੂੰ ਕਿਸੇ ਪਿਛਾਂਹ ਖਿੱਚੂ ਫਾਸ਼ੀਵਾਦੀ ਪ੍ਰਬੰਧ ਵੱਲ ਖਿਸਕਣ ਤੋਂ ਰੋਕਣ ਲਈ ਮੌਜੂਦਾ ਅਵਸਥਾਵਾਂ ਮਾਰਕਸਵਾਦੀਆਂ ਤੋਂ ਸਪੱਸ਼ਟ ਸਮਾਜਕ-ਆਰਥਕ ਬਦਲ ਰਾਹੀਂ ਤੁਰੰਤ ਜ਼ਰੂਰੀ ਤੇ ਪ੍ਰਭਾਵਸ਼ਾਲੀ ਦਖਲ ਦੀ ਮੰਗ ਕਰਦੀਆਂ ਹਨ। ਇਸ ਵਿਚ ਇਹ ਵੀ ਨੋਟ ਕੀਤਾ ਗਿਆ ਹੈ ਕਿ ਭਾਰਤ ਦੇ  ਖੱਬੇ ਪੱਖੀ ਇੰਨੇ ਕਮਜ਼ੋਰ ਤੇ ਵੰਡੇ ਹੋਏ ਹਨ ਕਿ ਇਸ ਵਿਸ਼ਾਲ ਕਾਰਜ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਨਹੀਂ ਚੁੱਕੇ ਸਕਦੇ। ਲੰਮੇ ਸਮੇਂ ਤੋਂ ਖੱਬਾ ਪੱਖ ਕੁੱਝ ਸਿਧਾਂਤਕ-ਰਾਜਨੀਤਕ ਮੁੱਦਿਆਂ 'ਤੇ ਬੁਰੀ ਤਰ੍ਹਾਂ ਵੰਡਿਆ ਹੋਇਆ ਹੈ। ਜੇ ਇਕ ਹਿੱਸਾ ਵਿਗਿਆਨਕ ਮਾਰਕਸਵਾਦੀ-ਲੈਨਿਨਵਾਦੀ ਰਾਹ ਤੋਂ ਮਾਅਰਕੇਬਾਜ਼ੀ ਦੇ ਭਟਕਾਵਾਂ ਦਾ ਸ਼ਿਕਾਰ ਹੈ ਤੇ ਦੂਜਾ ਵੱਡਾ ਹਿੱਸਾ ਹਾਲੇ ਵੀ ਸਰਮਾਏਦਾਰ ਪਾਰਟੀਆਂ ਦਾ ਪਿਛਲੱਗ ਬਣਿਆ ਹੋਇਆ ਹੈ। ਅਜਿਹੇ ਮਾਹੌਲ ਵਿਚ ਆਰ.ਐਮ.ਪੀ.ਆਈ. ਇਨ੍ਹਾਂ ਸਭ ਚੁਣੌਤੀਆਂ ਦੇ ਟਾਕਰੇ ਲਈ ਇਕ ਮਜ਼ਬੂਤ ਖੱਬਾ ਮੋਰਚਾ ਉਸਾਰਨ ਲਈ ਸਭਨਾ ਖੱਬੀਆਂ ਸ਼ਕਤੀਆਂ ਨੂੰ ਇਕਮੁੱਠ ਕਰਨ ਲਈ ਹਰ ਸੰਭਵ ਯਤਨ ਕਰੇਗੀ।
ਇਹ ਮਤਾ ਪੇਸ਼ ਕਰਦੇ ਸਮੇਂ ਮੋਦੀ ਸਰਕਾਰ 'ਤੇ ਤਿੱਖਾ ਹਮਲਾ ਕਰਦਿਆਂ ਕਾਮਰੇਡ ਪਾਸਲਾ ਨੇ ਕਿਹਾ ਕਿ ਮੋਦੀ ਹਕੂਮਤ ਨੂੰ ਦੇਸ਼ ਦੇ ਲੋਕਾਂ ਦੀ ਬਜਾਇ ਸਾਮਰਾਜੀ ਮੁਲਖ਼ਾਂ, ਬਹੁਕੌਮੀ ਕਾਰਪੋਰੇਸ਼ਨਾਂ ਤੇ ਕਾਰਪੋਰੇਟ ਘਰਾਣਿਆਂ ਦੇ ਹਿਤਾਂ ਦੀ ਵਧੇਰੇ ਚਿੰਤਾ ਹੈ। ਇਸ ਸਰਕਾਰ ਦੀ ਨੋਟਬੰਦੀ ਫਾਲਤੂ ਦੀ ਇਕ ਕਵਾਇਦ ਸਾਬਤ ਹੋਈ ਹੈ ਜਿਸ ਨੇ ਭਾਰਤੀ ਲੋਕਾਂ ਦੀਆਂ ਦੁਸ਼ਵਾਰੀਆਂ ਵਿਚ ਅੰਤਾਂ ਦਾ ਵਾਧਾ ਕੀਤਾ ਹੈ। ਜੀ.ਐਸ.ਟੀ. ਬਾਰੇ ਬੋਲਦਿਆਂ ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਅੱਤ ਭੱਦੀ ਕਿਸਮ ਦੀ ਸਰਕਾਰੀ ਲੁੱਟ ਹੈ ਜੋ ਪਹਿਲਾਂ ਹੀ ਟੈਕਸਾਂ ਦੇ ਭਾਰੀ ਬੋਝ ਥੱਲੇ ਦੱਬੇ ਲੋਕਾਂ 'ਤੇ ਹੋਰ ਭਾਰ ਲੱਦਣ ਦਾ ਜ਼ਰੀਆ ਹੈ। ਇਸ ਅਜਾਰੇਦਾਰਾਨਾ, ਪੂੰਜੀਵਾਦੀ ਤੇ ਪ੍ਰਸ਼ਾਸ਼ਕੀ ਲੁੱਟ ਦੇ ਮੱਕੜ ਜਾਲ ਨੇ ਲੋਕਾਂ  ਨੂੰ ਬੇਹਾਲ ਕਰਕੇ ਰੱਖ ਦਿੱਤਾ ਹੈ। ਇਸ ਲੁੱਟ ਵਿਰੁੱਧ ਸੰਘਰਸ਼ ਆਰਐਮਪੀਆਈ ਦੀਆਂ ਪ੍ਰਾਥਮਿਕਤਾਵਾਂ 'ਚੋਂ ਇਕ ਹੈ।
ਡੈਲੀਗੇਟਾਂ ਵਲੋਂ ਭਖਵੇਂ ਤੇ ਉਸਾਰੂ ਵਿਚਾਰ ਵਟਾਂਦਰੇ ਉਪਰੰਤ ਇਹ ਰਾਜਨੀਤਕ ਮਤਾ ਸਰਵ ਸੰਮਤੀ ਨਾਲ ਪ੍ਰਵਾਨ ਕਰ ਲਿਆ ਗਿਆ।
ਇਸ ਮੌਕੇ ਸੀ.ਪੀ.ਆਈ.(ਐਮ.ਐਲ.) ਲਿਬਰੇਸ਼ਨ ਦੇ ਪੋਲਿਟ ਬਿਊਰੋ ਮੈਂਬਰ ਕਾਮਰੇਡ ਕਵਿਤਾ ਕ੍ਰਿਸ਼ਨਨ ਆਪਣੀ ਪਾਰਟੀ ਵਲੋਂ ਇਸ ਸਰਵ ਭਾਰਤ ਕਾਨਫਰੰਸ ਦੀ ਸਰਵਪੱਖੀ ਸਫਲਤਾ ਲਈ  ਕ੍ਰਾਂਤੀਕਾਰੀ ਸ਼ੁਭ ਇੱਛਾਵਾ ਭੇਟ ਕਰਨ ਲਈ ਪੁੱਜੇ। ਉਨ੍ਹਾ ਆਪਣੇ ਸੰਬੋਧਨ ਵਿਚ ਕਿਹਾ ਕਿ ਆਰ.ਐਮ.ਪੀ.ਆਈ. ਤੇ ਲਿਬਰੇਸ਼ਨ ਮਾਰਕਸਵਾਦ-ਲੈਨਿਨਵਾਦ ਦੇ ਵਿਗਿਆਨਕ ਫਲਸਫੇ, ਮਹਾਨ ਅਕਤੂਬਰ ਇਨਕਲਾਬ, ਭਾਰਤ ਦੇ ਸੁਤੰਤਰਤਾ ਸੰਗਰਾਮ ਅਤੇ ਵੱਖ ਵੱਖ ਸਮੇਂ 'ਤੇ ਚੱਲੀਆਂ ਲੋਕ ਪੱਖੀ ਲਹਿਰਾਂ ਦੇ ਹਾਂ ਪੱਖੀ ਪਹਿਲੂਆਂ ਤੋਂ ਪ੍ਰੇਰਣਾ ਲੈਂਦੀਆਂ ਹਨ ਜੋ ਸਾਡੀ ਦੋਹਾਂ ਦੀ ਸਾਂਝ ਦਾ ਆਧਾਰ ਹੈ। ਇਸ ਤੋਂ ਬਿਨਾਂ ਲੋਕਾਂ ਦੇ ਜੀਵਨ ਅਤੇ ਸਵੈਮਾਣ ਦੀ ਰਾਖੀ ਲਈ ਘੋਲਾਂ ਦੀ ਤੀਬਰਤਾ, ਉਤਸ਼ਾਹ, ਪ੍ਰਤੀਬੱਧਤਾ ਅਤੇ ਲਗਾਤਾਰਤਾ ਵੀ ਸਾਡੀ ਅਜੋਕੀ ਤੇ ਭਵਿੱਖੀ ਸਾਂਝ ਦਾ ਆਧਾਰ ਸਤੰਭ ਹੈ।

डैलीगेटें की तरफ से ज्वलंत और रचनात्मिक विचार-विमर्श उपरांत राजनैतिक प्रस्ताव सर्व समिति से स्वीकृत

शहीद- ए- आज़म भगत सिंह नगर ( चंडीगढ़) 25 नवंबर : साम्रज्यवादी भूमंडलीकरन पूँजीवादी लूट का एक आधुनिक रूप है। दुनिया भर के आम लोगों को फंसाने के लिए एक भ्रम जाल है जिसको तोडऩा बहुत लाजि़म है। यह जिम्मेवारी वाम शक्तियां ही निभा सकतीं हैं और आर. एम. पी. आई. इस जिम्मेवारी को सुह्रिृदता के साथ निभाएगी। यह बात यहाँ चल रहे पर्टी की पहले चार दिवसीय सर्व भारत सम्मेलन में राजनैतिक प्रस्ताव का मसौदा पेश करते आर. एम. पी. आई. महासचिव कामरेड मंगत राम पासला ने कही। 
 साथी पासला ने कहा कि साम्राज्यावादी भूमंडलीकरन एक ऐसा फ्रॉड है जिस को समझना बहुत ज़रूरी है, अगर यह फ्रॉड नहीं तो दुनिया भर में साम्राज्य के मुहरैली अमरीका का राष्ट्रपति डोनाल्ड ट्रम्प यह ना कहता कि अमरीका सिफऱ् अमरीकी लोगों के लिए ही है। वह दूसरे देशों से अमरीका आने वाले प्रवासी कामगारों पर पाबंदियां न लगाता। उन्होंने ने कहा कि लोगों की भलाई सिफऱ् और सिफऱ् समाजवादी व्यवस्था के अधीन ही हो सकती है। पूँजीवादी व्यवस्था में लोगों, खासकर मज़दूर वर्ग की लूट ही होती रहेगी। सन 2008 के आर्थिक संकट ने यह सिद्ध कर दिया है कि पूँजीवाद अपने आप में ही अंदरूनी विरोधताईयों के साथ भरा हुआ है। इसके उलट चीन की समाजवादी व्यवस्था मजबूतकी के साथ आगे बढ़ रही है और अमरीका की घेराबन्दी के बावजूद क्यूबा जैसा छोटा सा देश समाजवादी व्यवस्था के सिर पर अचल आगे अधिक रहा है। 
 सम्मेलन में पेश राजनैतिक प्रस्ताव में कहा गया है कि विश्व आर्थिक संकट ने भारतीय अरथचारे को अपनी लपेट में लिया हुआ है। इसका कोई भी क्षेत्र इस संकट से अछूता नहीं रहा। आज़ादी के बाद के 70 सालों के दौरान पूँजीवादी प्रबंध के लुटेेरे स्वभाव के कारण इसकी जन्मजात आर्थिक अस्थिरता अब राजनैतिक अस्थिरता में बदल चुकी है। जिसका प्रगटावा पूंजीपति जागीरदार पार्टियाँ के नेताओं के प्रति लोगों में स्थायी बेभरोसगी के रूप में हो रहा है। इन पार्टियों के नेतायों के भ्रष्टाचार, ग़ैर नैतिक, ग़ैर लोकतांत्रिक और आपाधापी वाली गतिविधियों में लिप्त होने के कारण लोग इन पार्टियाँ को नफऱत करने लग पड़े हैं तथा एक लोकपक्षीय समर्थ राजनैतिक- आर्थिक बदल की खोज में हैं। ऐसे में आज के हालात को किसी प्रतिक्रियावादी फाशीवादी प्रबंध की तरफ आकर्षित होने से रोकने के लिए मौजूदा अवस्थाओं में माकर््सवादियें से स्पष्ट सामाजिक-आर्थिक बदल उप्लब्ध करवाने हेतु तुरंत ज़रूरी और प्रभावशाली दख़ल की माँग करती हैं। इस में यह भी नोट किया गया है कि भारत के वामपंथी इतने कमज़ोर और बाँटे हुए हैं कि इस विशाल कार्य की जि़म्मेदारी नहीं निभा सकते। लंबे समय से वाम दल कुछ सैद्धांतिक-राजनैतिक मुद्दों पर बुरी तरह बँटे हुए हैं। अगर एक हिस्सा वैज्ञानिक मार्कसवादी-लेनिनवादी रास्ते से अति वामपंथ भटकाव का शिकार है तो दूसरा बड़ा हिस्सा अभी भी पूंजीपति-जागीरदार पार्टियों का पिछलग्गू बना हुआ है। ऐसे माहौल में आर. एम. पी. आई. इन सब चुणौतियें के मुकाबले के लिए एक मज़बूत वाम मोर्चा बनाने के लिए सभी वाम शक्तियों को एकजुट करने का हर संभव यत्न करेगी। 
 यह प्रस्ताव पेश करते हुए मोदी सरकार पर तीखा हमला करते हुए कामरेड पासला ने कहा कि मोदी हकूमत को देश के लोगों की बजाय साम्राज्यावादी देशों, बहुराष्ट्रीय निगमों और कॉर्पोरेट घरानों के हितों की ज्यादा चिंता है। इस सरकार की नोटबन्दी फ़ाल्तू की एक कवायद साबित हुई है जिस ने भारतीय लोगों की दुश्वारियों में अंतहीन बढ़ौत्तरी की है। जी. एस. टी. के बारे में बोलते हुए उन्होंने कहा कि यह अति भद्दी किस्म की सरकारी लूट है जो पहले ही टैकसें के भारी बोझ के नीचे दबे लोगों पर ओर भार लादने का ज़रिया है। इस त्रिआयामी अजारेदाराना, पूँजीवादी और प्रशाशकी लूट के मकड़ जाल ने लोगों को बेहाल करके रख दिया है। इस लूट के विरुद्ध संघर्ष आर.एम.पी.आई. की प्राथमिकताओं में से एक है। 
 डैलीगेटें की तरफ से ज्वलंत और रचनात्मिक विचार-विमर्श उपरांत यह राजनैतिक प्रस्ताव सर्व समिति  से स्वीकृत कर लिया गया।

( एम. एल.) लिबरेशन की पोलिट ब्यूरो की सदस्य कामरेड कविता कृष्णन अपनी पार्टी की तरफ से इस अखिल भारतीय सम्मेलन की बहुआयामी सफलता के लिए क्रांतिकारी शुभ इच्छाएं भेंट करने के लिए पहुँचीं। उन्होने अपने संबोधन में कहा कि आर. एम. पी. आई. व लिबरेशन मार्कसवाद- लैनिनवाद के वैज्ञानिक फलसफे, महान अक्तूबर इंकलाब, भारत के स्वतंत्रता संग्राम और अलग अलग समय पर चली लोग पक्षीय लहरों के साकारात्मक पहलूयों से प्रेरणा लेती हैं और यह हमारी दोनों की सांझ का आधार है। इस के बिना लोगों के जीवन और स्वाभिमान की रखवाली के लिए लड़े जाने वाले संर्घषों की तीव्रता, उत्साह, प्रतिबद्धता और लगातारता भी हमारी वर्तमान में और भविष्य की सांझ का आधार स्तंभ हैं।

            Imperialist globalization is a modern form of capital loot.  It is a tool to befool the people all over the world and must be broken as soon as possible.  Only the left forces are capable to fulfill this task and the RMPI will try its best towards this direction. This was stated by Com. Mangat Ram Pasla, General Secretary, RMPI here while presenting the draft political resolution in the 1^st All India Party Conference of RMPI.

            Com. Pasla further stated that this imperialist globalization is a biggest fraud which must has to be understand wisely and properly. If it would be a real globalization then the US President Donald Trump had not stated that “America 1st.”  Why US administration is imposing ban on the entry of migrants from other parts of world. Com. Pasla strongly said that only the socialist system can solve the problems of masses especially those of the toiling people. He said that capitalist system is meant only for the exploitation of people.  The Communist leader said that the capitalist system is full of internal contradictions & crisis and the economic recession of 2008 proved this fact.  Contrary to this, the socialist systems despite all the attacks from imperialists are marching ahead firmly and solving the basic problems of toiling masses very well.   The all round development of Peoples’ Republic of China and the advancement of Cuba, despite hurdles created by the US led imperialist block, proves this fact. 

            The Political Resolution elaborated that world economic crisis has affected India also badly.  No sector of Indian economy is spared of this crisis.   The economic crisis which was the outcome of the system adopted by the ruling classes in India now has been converted into political crisis.  People are fed up with this situation. They hate the immoral character of the leaders of all political parties serving the present ruling nexus.  They are striving for a better pro-people socio-political ruling system.   This situation demands the proper and effective intervention of left and democratic forces so that the people may not be mislead by the reactionary, fascist and divisive ruling system.  Political Resolution also noted that the left in India at present is too weak and divided to undertake this gigantic task. Since long, the political left, here, stands badly divided over some theoretical-political issues and some of its sections have also fallen prey to the deviation from the correct and scientific Marxist-Leninist path for social transformation. A big section of the left is tailing behind the bourgeoisie parties and some others are sick of sectarian adventurism. In this situation, the RMPI has to  take the challenge of uniting all the left, democratic, patriotic and progressive forces to achieve the goal of social-transformation in favour of down-trodden.

            Com. Pasla made a scathing attack on the Modi regime and said it worries more about the imperialist countries, MNCs and Corporate Houses instead of the people of the country.  The demonetization has proved to be a exercise in futility which has only added to the miseries of the masses.  He said that GST is an ugly form of the loot of masses by the Government.  People already dyeing under the burden of taxes will be burdened further.  In this manner, people are paying heavily because of the tri-fold loot of capitalists, monopolist and administration.  RMPI affirmed its will to fight against these evils as its priorities.

            The Political Resolution was adopted unanimously after constructive debates. Com.Kavita Krishnan, Member Polit Bureau, CPI (ML-Liberation) greeted the Conference of RMPI on behalf of the Central Committee of her party. She said that the intensity, continuity, commitment and zeal during the struggles which RMPI and Liberation are launching for the well-being and dignity of the working class provide the strong base for unity in action between both the parties.

ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਨਗਰ (ਚੰਡੀਗੜ੍ਹ), 24 ਨਵੰਬਰ : ਆਰ.ਐਮ.ਪੀ.ਆਈ. ਦਾ ਮੁੱਖ ਮਕਸਦ ਲੋਕ ਜਮਹੂਰੀ ਇਨਕਲਾਬ ਰਾਹੀਂ ਜਾਤ, ਜਮਾਤ ਤੇ ਲਿੰਗਕ ਵਿਤਕਰੇ ਤੋਂ ਰਹਿਤ ਇਕ ਸੈਕੂਲਰ ਸਮਾਜ ਦੀ ਸਿਰਜਣਾ ਹੈ, ਜਿਸ ਵਾਸਤੇ ਇਕ ਬੇਹੱਦ ਮਜ਼ਬੂਤ ਇਨਕਲਾਬੀ ਮਾਰਕਸਵਾਦੀ ਪਾਰਟੀ ਦੀ ਲੋੜ ਹੈ ਤੇ ਆਰ.ਐਮ.ਪੀ.ਆਈ. ਇਸ ਇਤਿਹਾਸਕ ਜ਼ੁੰਮੇਵਾਰੀ ਨੂੰ ਨਿਭਾਉਣ ਲਈ ਪੂਰੀ ਵਾਹ ਲਾਵੇਗੀ। ਇਹ ਗੱਲ ਭਾਰਤੀ ਇਨਕਲਾਬੀ ਮਾਰਕਸਵਾਦੀ ਪਾਰਟੀ (ਆਰ.ਐਮ.ਪੀ.ਆਈ.) ਦੀ ਪਲੇਠੀ ਸਰਬ ਭਾਰਤ ਕਾਨਫਰੰਸ ਵਲੋਂ ਸਰਵਸੰਮਤੀ ਨਾਲ ਪ੍ਰਵਾਨ ਕੀਤੇ ਗਏ ਪਾਰਟੀ ਪ੍ਰੋਗਰਾਮ ਵਿਚ ਕਹੀ ਗਈ ਹੈ।
ਬੁੱਧਵਾਰ ਤੋਂ ਸ਼ੁਰੂ ਹੋਈ ਇਸ ਕਾਨਫਰੰਸ ਦੇ ਦੂਸਰੇ ਦਿਨ ਪ੍ਰਵਾਨ ਕੀਤੇ ਗਏ ਇਸ ਪਾਰਟੀ ਪ੍ਰੋਗਰਾਮ ਦਾ ਖਰੜਾ, ਜੋ ਪਹਿਲਾਂ ਹੀ ਵਿਚਾਰ ਵਟਾਂਦਰੇ ਲਈ ਪਾਰਟੀ ਸਫ਼ਾਂ 'ਚ ਭੇਜ ਦਿੱਤਾ ਗਿਆ ਸੀ, ਪਾਰਟੀ ਦੇ ਕੇਂਦਰੀ ਕਮੇਟੀ ਮੈਂਬਰ ਕਾਮਰੇਡ ਹਰਕੰਵਲ ਸਿੰਘ ਵਲੋਂ ਪਹਿਲੇ ਦਿਨ ਬਾਅਦ ਦੁਪਹਿਰ ਪੇਸ਼ ਕੀਤਾ ਗਿਆ ਸੀ ਜਿਸ 'ਤੇ ਹੋਈ ਭਖਵੀਂ ਤੇ ਉਸਾਰੂ ਬਹਿਸ ਵਿਚ 21 ਡੈਲੀਗੇਟਾਂ ਨੇ ਹਿੱਸਾ ਲਿਆ। ਪਾਸ ਕੀਤੇ ਗਏ ਪ੍ਰੋਗਰਾਮ ਵਿਚ ਇਹ ਗੱਲ ਨੋਟ ਕੀਤੀ ਗਈ ਹੈ ਕਿ ਲੋਕ ਜਮਹੂਰੀ ਇਨਕਲਾਬ ਦੇ ਨਿਸ਼ਾਨਿਆਂ ਦੀ ਪ੍ਰਾਪਤੀ ਦਾ ਸੰਘਰਸ਼ ਬਹੁਤ ਹੀ ਜਟਿਲ ਤੇ ਲੰਮਾ ਹੈ ਜੋ ਸਾਰੀਆਂ ਦੇਸ਼ ਭਗਤ ਤੇ ਜਮਹੂਰੀ ਤਾਕਤਾਂ ਦੀ ਇਨਕਲਾਬੀ ਏਕਤਾ ਰਾਹੀਂ ਹਾਸਲ ਕੀਤਾ ਜਾ ਸਕਦਾ ਹੈ ਜਿਸ ਦਾ ਮੁੱਖ ਕੇਂਦਰ ਬਿੰਦੂ ਮਜ਼ਦੂਰ-ਕਿਸਾਨ ਹੋਵੇਗਾ। ਪ੍ਰਵਾਨਤ ਪ੍ਰੋਗਰਾਮ ਅਨੁਸਾਰ ਮੌਜੂਦਾ ਦੌਰ ਵਿਚ ਅਜਾਰੇਦਾਰ ਪੂੰਜੀਪਤੀਆਂ ਤੇ ਰਜਵਾੜਿਆਂ ਨੂੰ ਛੱਡ ਕੇ ਬਾਕੀ ਸਾਰੇ ਵਰਗ ਸਾਮਰਾਜੀ ਲੁੱਟ ਦਾ ਸ਼ਿਕਾਰ ਹਨ ਤੇ ਇਸ ਲੁੱਟੇ ਪੁੱਟੇ ਵਰਗ ਦੀ ਏਕਤਾ ਅਗਾਂਹ ਵੱਲ ਸਮਾਜਕ ਤਬਦੀਲੀ ਦਾ ਮੁੱਖ ਆਧਾਰ ਹੋਵੇਗੀ। ਇਸ ਲੁੱਟ ਤੋਂ ਸਦੀਵੀ ਮੁਕਤੀ ਲਈ ਲੜੇ ਜਾਣ ਵਾਲੇ ਸੰਗਰਾਮਾਂ ਦੀ ਜਿੱਤ ਦੀ ਗਰੰਟੀ ਲਈ ਆਰ.ਐਮ.ਪੀ.ਆਈ. ਸਭਨਾਂ ਖੱਬੀਆਂ, ਜਮਹੂਰੀ, ਦੇਸ਼ ਭਗਤਕ ਤੇ ਅਗਾਂਹਵਧੂ ਸ਼ਕਤੀਆਂ 'ਤੇ ਅਧਾਰਤ ਵਿਸ਼ਾਲ ਮੋਰਚੇ ਦੇ ਉਸਾਰੀ ਲਈ ਕੋਈ ਕਸਰ ਬਾਕੀ ਨਹੀਂ ਛੱਡੇਗੀ। ਇਸ ਪ੍ਰੋਗਰਾਮ ਵਿਚ ਇਹ ਗੱਲ ਨੋਟ ਕੀਤੀ ਗਈ ਹੈ ਕਿ ਪਾਰਲੀਮਾਨੀ ਘੋਲਾਂ ਨੂੰ ਬੇਸ਼ੱਕ ਰੱਦ ਨਹੀਂ ਕੀਤਾ ਜਾ ਸਕਦਾ ਪਰ ਇਸ ਮਕਸਦ ਵਾਸਤੇ ਗੈਰ ਪਾਰਲੀਮਾਨੀ ਸੰਗਰਾਮ ਦਾ ਪਿੜ ਖਾਲੀ ਛੱਡਣਾ ਇਕ ਬੱਜਰ ਕੁਤਾਹੀ ਹੈ ਜਿਸਨੂੰ ਕਿਸੇ ਵੀ ਕੀਮਤ 'ਤੇ ਬਰਦਾਸ਼ਤ ਨਹੀਂ ਕੀਤਾ ਜਾ ਸਕਦਾ।
ਪ੍ਰਵਾਨਤ ਪ੍ਰੋਗਰਾਮ 'ਚ ਇਹ ਗੱਲ ਵਿਸ਼ੇਸ਼ ਤੌਰ 'ਤੇ ਨੋਟ ਕੀਤੀ ਗਈ ਹੈ ਕਿ ਮਜ਼ਦੂਰ ਜਮਾਤ ਦੀ ਅਸਰਦਾਇਕ, ਇਕਜੁੱਟ ਤੇ ਰਾਜਨੀਤਕ ਤੌਰ 'ਤੇ ਤਿੱਖੇ ਰੂਪ 'ਚ ਕ੍ਰਿਆਸ਼ੀਲ ਲਹਿਰ ਦੀ ਅਣਹੋਂਦ ਕਾਰਨ, ਪੂੰਜੀਵਾਦੀ ਰਾਹ ਦੀ ਭਿਆਨਕਤਾ ਖਿਲਾਫ ਨਿੱਤ ਵੱਧਦੇ ਰੋਸ ਦੀ ਵਰਤੋਂ ਕੱਝ ਨਾਂਹ ਪੱਖੀ ਪ੍ਰਤੀਕਿਰਿਆਵਾ ਦੀ ਫਿਰਕੂ ਤੇ ਇਨਕਲਾਬ ਵਿਰੋਧੀ ਤਾਕਤਾਂ ਨੇ ਆਪਣਾ ਆਧਾਰ ਮਜ਼ਬੂਤ ਕਰਨ ਲਈ ਕੀਤੀ ਹੈ। ਇਨ੍ਹਾਂ ਤਾਕਤਾਂ 'ਚੋਂ ਹੀ ਸੰਘ ਪਰਵਾਰ ਦੀ ਔਲਾਦ ਭਾਜਪਾ ਹੁਣ ਸਭ ਤੋਂ ਮੋਹਰੀ ਹੈ। ਸੰਘ ਦੀ ਫਾਸ਼ੀਵਾਦੀ ਵਿਚਾਰਧਾਰਾ ਵਲੋਂ ਪਿੱਠ ਪੂਰੇ ਜਾਣ ਨਾਲ ਇਹ ਕੇਂਦਰ ਤੇ ਕਈ ਸਾਰੇ ਸੂਬਿਆਂ 'ਚ ਸੱਤਾ ਹਥਿਆਉਣ 'ਚ ਕਾਮਯਾਬ ਹੋਈ ਹੈ। ਇਸ ਪਾਰਟੀ ਤੇ ਸੰਘ ਪਰਿਵਾਰ ਦੀਆਂ ਦੂਸਰੀਆਂ ਜਥੇਬੰਦੀਆਂ ਦੇ ਪੈਰੋਕਾਰਾਂ ਵਲੋਂ ਘੱਟ ਗਿਣਤੀਆਂ, ਦਲਿਤਾਂ ਤੇ ਘਿਨਾਉਣੇ ਹਿੰਸਕ ਹਮਲਿਆਂ ਤੇ ਇਨ੍ਹਾਂ ਦੇ ਅਤਿ ਦਰਜੇ ਦੇ ਫਿਰਕੂ ਅਮਲਾਂ ਨੇ ਘੱਟ ਗਿਣਤੀਆਂ ਵਿਚਾਲੇ ਅਸੁਰੱਖਿਆ ਦੀ ਭਾਵਨਾ ਪੈਦਾ ਕਰ ਦਿੱਤੀ ਹੈ। ਇਹ ਵਰਤਾਰਾ ਨਾ ਸਿਰਫ ਮਜ਼ਦੂਰ ਜਮਾਤ ਲਈ ਖਤਰਨਾਕ ਹੈ ਸਗੋਂ ਕੌਮਾਂਤਰੀ ਪੱਧਰ 'ਤੇ ਕੱਟੜਪੰਥੀਆਂ ਦੇ ਉਭਾਰ ਨਾਲ ਮਿਲਕੇ ਦੇਸ਼ ਦੀ ਏਕਤਾ ਤੇ ਅਖੰਡਤਾ ਦੇ ਨਾਲ-ਨਾਲ ਆਮ ਲੋਕਾਂ ਦੀ ਸਲਾਮਤੀ ਲਈ ਵੀ ਗੰਭੀਰ ਖਤਰਾ ਹੈ। ਸੱਜੇ ਤੇ ਖੱਬੇ ਕੁਰਾਹੇ ਤੋਂ ਬਚਣ ਦੀ ਲੋੜ 'ਤੇ ਜ਼ੋਰ ਦਿੰਦਿਆਂ ਪ੍ਰੋਗਰਾਮ 'ਚ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਸੈਕੂਲਰਿਜ਼ਮ ਤੇ ਜਮਹੂਰੀਅਤ ਪੀਡੀ ਤਰ੍ਹਾਂ ਇਕ ਦੂਜੇ ਨਾਲ ਜੁੜੇ ਹੋਏ ਹਨ। ਲੋਕ ਏਕਤਾ ਲਈ ਦੋਹਾਂ ਦੀ ਬਰਾਬਰ ਦੀ ਅਹਿਮੀਅਤ ਹੈ। ਇਸ ਪ੍ਰੋਗਰਾਮ ਵਿਚ ਘੱਟ ਗਿਣਤੀਆਂ, ਦਲਿਤਾਂ, ਔਰਤਾਂ ਤੇ ਆਦਿਵਾਸੀਆਂ ਖਿਲਾਫ ਬੇਬਹਾ ਉਤਪੀੜਨ ਦੇ ਮੁੱਦੇ ਨੂੰ ਪ੍ਰਮੁੱਖਤਾ ਨਾਲ ਪੇਸ਼ ਕਰਦਿਆਂ ਇਨ੍ਹਾਂ ਨੂੰ ਸਰਵਉਚ ਪ੍ਰਾਥਮਿਕਤਾ ਦੇ ਏਜੰਡੇ ਵਜੋਂ ਕੋਈ ਕਸਰ ਬਾਕੀ ਨਾ ਛੱਡਣ 'ਤੇ ਜ਼ੋਰ ਦਿੱਤਾ ਗਿਆ ਹੈ। ਵਿਸ਼ੇਸ਼ ਤੌਰ 'ਤੇ ਦਲਿਤਾਂ 'ਤੇ ਅੱਤਿਆਚਾਰ ਦੇ ਸੰਸਥਾਗਤ ਰੂਪ ਧਾਰਨ ਕਰ ਜਾਣ 'ਤੇ ਡੂੰਘੀ ਚਿੰਤਾ ਦਾ ਪ੍ਰਗਟਾਵਾ ਕਰਦਿਆਂ ਪ੍ਰੋਗਰਾਮ 'ਚ ਇਹ ਗੱਲ ਪੂਰਾ ਜ਼ੋਰ ਦੇ ਕੇ ਉਭਾਰੀ ਗਈ ਹੈ ਕਿ ਭਾਰਤ ਵਿਚ ਦਲਿਤਾਂ ਨਾਲ ਵਾਪਰ ਰਹੇ ਅੱਤ ਦਰਜ਼ੇ ਦੇ ਘਿਨਾਉਣੇ ਜਬਰ ਨੇ ਮਨੁੱਖਤਾ ਨੂੰ ਵੀ ਸ਼ਰਮਸਾਰ ਕਰਕੇ ਰੱਖ ਦਿੱਤਾ ਹੈ। ਇਸ ਵਿਚ ਆਸ ਪ੍ਰਗਟਾਈ ਗਈ ਹੈ ਕਿ ਧਰਤੀ ਅਜੇ ਬਾਂਝ ਨਹੀਂ ਹੋਈ। ਲੋਕ ਘੋਲ ਅਤੇ ਘੋਲਾਂ ਦੇ ਆਗੂ ਅੰਤ ਨੂੰ ਪ੍ਰਵਾਨ ਚੜ੍ਹਨਗੇ ਅਤੇ ਲੋਕਾਈ ਦੇ ਹਿੱਤਾਂ ਦੀ ਪਹਿਰੇਦਾਰ ਅਸਲ ਸਮਾਜਕ ਕ੍ਰਾਂਤੀ ਵੀ ਲਾਜ਼ਮੀ ਆਵੇਗੀ।

भारतीय इंकलाबी मार्कसवादी पार्टी (आर. एम. पी. आई.) का प्रोगराम सर्वसम्मति से स्वीकृत

शहीद भगत सिंह नगर ( चंडीगढ़), 24 नवंबर : आर. एम. पी. आई. दा मुख्य मकसद लोक जन-तांत्रिक इंकलाब के द्वारा जाति, वर्ग और लैंगिक भेदभाव से रहित एक सैकूलर समाज की सृजन करना है, जिस के लिए एक बेहद मजबूत माक्र्सवाद-लेनिनवाद से प्रेरणा लेकर चलने वाली क्रांतिकारी पार्टी की ज़रूरत है और आर. एम. पी. आई. इस ऐतिहासिक जिम्मेवारी को निभाने के लिए पूरी ताकत लगाऐगी। यह बात भारतीय इंकलाबी मार्कसवादी पार्टी ( आर. एम. पी. आई.) का प्रथम सर्व भारतीय सम्मेलन की तरफ से सर्वसम्मति से स्वीकृत किये गए पार्टी प्रोगराम में कही गई है। 
 बुद्धवार से शुरू हुए इस सम्मेलन के दूसरे दिन स्वीकृत किये गए इस पार्टी प्रोगराम का पांडुलिपि, जो पहले ही विचार-विर्मश के लिए पार्टी इकाईयों में भेज दिया गया था को पार्टी केंद्रीय समिति के मैंबर कामरेड हरकंवल सिंह की तरफ से पहले दिन बाद दोपहर पेश किया गया था जिस पर हुई ज्वलंत और रचनात्मिक बहस में 21  डैलीगेटों ने हिस्सा लिया।  पास किये गए कार्यक्रम में यह बात नोट की गई है कि लोक जन-तांत्रिक इंकलाब के निशानों की प्राप्ति का संघर्ष बहुत ही जटिल और लम्बा है जो सभी देश भक्त और जन-तांत्रिक ताकतों की इंकलाबी एकता के द्वारा हासिल किया जा सकता है और जिस का मुख्य केंद्र बिंदु मजदूर- किसान होगा। पास किए गए प्रोग्राम के अनुसार मौजूदा दौर में इजारेदार पूंजीपतियों और रजवाड़ों को छोडक़र बाकी सभी वर्ग साम्रज्यवादी लूट का शिकार हैं और इस इन समस्त वर्गों की एकता आगे की तरफ सामाजिक तबदीली का मुख्य आधार होगी। इस लूट से सदैव मुक्ति के लिए लड़े जाने वाले संग्रामों की जीत की गारंटी के लिए आर. एम. पी. आई. सभी वाम, जन-तांत्रिक, देश भगत और प्रगतिशील शक्तियों पर आधारित विशाल मोर्चो के निर्माण के लिए कोई कसर बाकी नहीं छोड़ेगी। इस प्रोगराम में यह बात नोट की गई है कि संसदीय मोर्चे पर संघर्षों को बेशक रद्द नहीं किया जा सकता परन्तु इस मकसद के लिए गैर-संसदीय संग्रामों की अनदेखी करना एक भयंकर भूल होगी जिसको किसी भी कीमत पर बरदाश्त नहीं किया जा सकता। 
 पास किए गए कार्यक्रम में यह बात विशेष तौर पर नोट की गई है कि मजदूर वर्ग की असरदार, एकजुट और राजनैतिक तौर पर तीखे रूप में कार्यशील लहर की अनुपस्थिति के चलते, पूँजीवादी राज सत्ता की भयानक लूट के खिलाफ नित्य उग्र हो रहे रोष एवं बेचैनी क लाभ लेते हुए विश्व और भारत में सांप्रदायिक और इंकलाब विरोधी ताकतों ने अपना आधार मजबूत कर लिया है। ऐसी ही एक प्रतिक्रियावादी शक्ति संघ परिवार की औलाद भाजपा आज भारत के शासन पर काबिज है। संघ की फाशीवादी विचारधारा पर चलने वाली यह केंद्र और कई राज्यों में सत्ता कब्जाने में कामयाब हो चुकी है। इस पार्टी और संघ परिवार के दूसरे संगठनों के पैरोकारों की तरफ से अल्पसंख्यकों, दलितों और महिलाओं पर घृणित हिंसक हमलें किए जा रहे हैं जिससे इन वर्गों में असुरक्षा की तीव्र भावना व्यापत है। यह रूझान न केवल मजदूर वर्ग के लिए नुक्सानदेह है बल्कि अंतरराष्ट्र्रीय स्तर पर कट्टड़पंथियें के उभार के चलते देश की एकता और अखंडता के साथ  ही आम लोगों की सलामती के लिए भी गंभीर खतरा है। वामपंथ में संशोधनवादी तथा वामअतिवादी भटकावों से बचने पर जोर देते हुए पार्टी प्रोग्राम में कहा गया है कि जनतंत्र तथा सैकूलरिज़म एक दूसरे से पूरी तरह जुड़े हुए हैं। लोगों में एकजुटता पैदा एवं मजबूत करने के लिए दोनों की बराबर अहमीयत है। इस प्रोगराम में अल्पसंख्यकों, दलितों, महिलाओं तथा आदिवासियों कि खिलाफ हो रहे बर्बर उत्पीडऩ के मुद्दे को प्रमुखता के साथ उभारा गया है तथा इसे भविष्य के प्राथमिक कार्यं के तौर पर रेखांकित किया गया है। दलितों पर अत्याचारों के संस्थागत रूप धारण कर जाने पर गहरी चिंता का प्रकटावा करते हुए प्रोगराम में यह बात पूरे जोर से कही गई कि इस घृणित जबर ने मानवता को भी शर्मसार करके रख दिया है। इस कार्यक्रम में भविष्य के प्रति आशा प्रकट करते हुए इस तथ्य पर जोर दिया गया है कि विश्व एवं भारत की भूमि बाँझ नहीं हुई। लोग संग्राम एवं संग्रामी नेतृत्व उभरेंगे और मेहनतकशों के पक्ष में प्रगतिवादी समाजिक परिवर्तन अवश्यंभावी है।

Revolutionary Marxist Party of India adopts its Programme

Shaheed-e-Azam Bhagat Singh Nagar, November 24 : On the second day of its 1^st All India Party Conference, the Revolutionary Marxist Party of India adopts its perspective tactical line, called programme of the party, introduced by Harkanwal Singh, CC member. 21 delegates participated in the day long discussion on the draft, which was circulated in advance to the lower party committees for deep delebrations inside the party, as a whole.

The programme underlines the importance of extra parliamentary struggle, along with parliamentary work, for the development of a militant mass movement capable enough for the redressal of acute problems being faced by all the sections of toiling masses all over the country. It also underlines the importance of eradication of obnoxious cast system as well as gender based oppression on women for unleashing the full potentials of socio-economic development in India. The programme highlights the centuries old scourge of cast system as ‘Most dehumanizing’ aspect of Indian society, created by Manuwadi-Brahmnical order which is not only a source of cruel exploitation of the oppressed caste, but also a strong stigma for there humiliation.’ 

The adopted programme also points the fact that the bourgeoisie-landlord rulers has further strengthed the patriarchal  order of discrimination with the women and they are now victims of trilateral exploitation-as women, as Indian citizens and as workers and degenerated culture being imported from the imperial world is daily adding the atrocities upon the women.

The party document underlines the growing violations of secularist and democratic norms and forms of the Indian constitution, because of the offensive let loose by Modi Government under the dictates of RSS.

The Programme details the important feature of the People’s Democratic Revolution, the party has set its immidiate aim for advancement toward socialism, and has noted the urgent need of developing a People’s Democratic Front based on worker-peasant alliance led by working class. The party also aims at building a militant mass Revolutionary Party capable of uniting all the left-democratic and progressive patriotic forces for the realization of revolutionary social transformation

Four day 1st All India Conference of Revolutionary Party of India (RMPI) started with revolutionary zeal and fervour

Shaheed-e-Azam Bhagat Singh Nagar, November 23. - The four day 1^st All India Conference of Revolutionary Party of India (RMPI)  started here with revolutionary zeal and fervour.  The Makhan Shah Lubana Bhawan has been named as ‘Shaheed-e-Azam Bhagat Singh Nagar’ for this purpose.  The whole complex is decorated by flexes bearing quotations of different revolutionary leaders and proponents of various progressive movements, slogans and flags.  The whole complex presents a very different revolutionary look.

            The Party General Secretary, Com. Mangat Ram Pasla, delivered his inaugural address in the Conference being conducted under the presidium consisting of  Comrade K.S. Hariharn, Ramesh Thakur, K. Gangadharan, Rattan Singh Randhawa and Tejinder Singh Thind. In his address Com Pasla said that this historical conference of RMPI is being held at a time when the global capitalist crisis which began in the third quarter of 2008 has deepened further.   No country is left untouched by this crisis as a result of it, the living conditions of the people world over have been adversely affected.   All efforts to solve this crisis have miserably failed.  The imperialist forces are imposing the burden of this crisis on the working class.  The natural resources of developing and third world countries are being plundered mercilessly and the whole world is being terrorized by the atmosphere of war.

            While elaborating the situation in the country, Com. Pasla said that India is also passing through a very worrisome situation.  The communal-fascist forces under the leadership of Modi  after acquiring power are leaving no stone unturned to destroy the secular and democratic polity of the country and to convert it into a theocratic state.  The policies being implemented by the Government under the directions of imperialist forces are causing price rise, unemployment and hunger with each passing day.  Contrary to the hollow claims of increase in GDP, the economy of the country is becoming critical day in and day out as a result of which the number of unemployed youth is increasing at an alarming rate.   The claims of demonetization and GST have proved to be false.  By demonetization, the ultra rich people of the country have been able to convert their black money into white and the profits of Corporate Houses have increased manifold.   

            The communal-fascist agenda of the Sangh Parivar has come out in the open.   There has been a steep rise in the attacks on minorities, dalits, women and tribal people.  The Government is hell-bent on suppressing the voice of its opponents by  highlighting communal and blind nationalist issues. Many intellectuals, writers and journalists having dissent and scientific ideology are being attacked and killed.  An atmosphere of terror is being developed to silence their voice.  So, the overall situation in the country is very grim as a result of which there is wide-spread unrest amongst the toiling masses.  

            Com. Pasla said that in such a situation, RMPI will strive hard to stop the advance of these communal-fascist forces and will tooth and nail oppose the neo-liberal policy of the Government by uniting all left forces. 

            On this occasion, prominent writer, progressive journalist and chairman of the Reception Committee Sh. Gulzar Singh Sandhu extended a warm welcome to the delegates. He expressed the hope that this 1^st Conference of the RMPI will go a long way in diverting the flow of  Indian politics towards the ‘bhai-lalos’ of today and prove to be an epoch-changing event. 

            Before this, Comrade K.K.Rema hoisted the red flag in the sky rocketing slogans of “Inquilab Zindabad” and the delegates who came from Kerala, Tamilnadu, Punjab, Maharshtra, U.P., Haryana, Himachal, Delhi, Chandigarh, Bengal, Bihar, Dadar Nagar Haveli, Gujrat states of India paid floral tributes to the martyres of communist movement at the ‘Martyer Column’.

            The Conference passed a resolution paying homage to the martyers who laid their lives while opposing the murderous attacks of capitalist/ imperialist forces and also to the rationalist leaders/ journalists like Sh.Narinder Dabolkar, Sh.Gobind Pansare, Prof. M.M. Kulburgi and Ms. Gauri Lankesh.  In another resolution,  homage was also paid to the departed leaders/ workers of left movement.   

            Through another Resolution the Conference expressed deep sense of anguish on the death of many children and innocent people in Gorakhpur (UP), Maharashtra, Rajasthan and other parts of India due to the utter negligence of the State Governments. It also expressed grief over the suicides of farm-labourers and farmers and hundreds of people being killed in  road accidents daily and the death of more than two dozen people in the fire incident at Ludhiana.

            After this, the Conference will deliberate upon the programme in the next sessions.
